Space Technologies for Philippine Navy

The Naval Research and Technology Development Center (NRTDC) and Philippine Space Agency (PhilSA) met last week to explore options in the optimum utilization of space technology for the Philippine Navy (PN).

NRTDC, in collaboration with PhilSA, is crafting a Philippine Navy Space Plan which will serve as a roadmap for the application of space technology to support the monitoring of the Philippines’ maritime domain.

During the meeting, PhilSA presented the potential use of Synthetic Aperture Radar (SAR) images for change detection and both SAR and Automatic Identification System (AIS) for ship detection, geostationary satellite for secured communications, and consolidation and access of data relevant to PN.

The development of the Philippine Navy Space Plan is in line with the Philippine Navy Capability Development Plan.

NRTDC Assesses Hybrid Aircraft System for Navy Operations

The Naval Research and Technology Development Center (NRTDC) assessed a potential system for naval operations last March 4.

The manned hybrid aircraft, also known as Winged-In Surface Effect (WISE) aircraft, is currently being developed by Cebu Technological University through the Department of Science and Technology – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIEERD). It was proposed to the Philippine Navy to help its transportation and logistics operations and other naval operations.

Specifically, once completed, the aircraft will be used to transport personnel and supplies anywhere within the country. Moreover, it could be used for rescue and hospital transport, Humanitarian Assistance and Disaster Response (HADR), maritime surveillance, amphibious operations, Anti-Submarine Warfare (ASW), launching and recovery of unmanned surface and sub surface vessels, and could carry towed array and sensors.

CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) has confirmed the occurrence of 141 incidents of use, stockpiling, transporting and production of Anti-Personnel or Land Mines installed by Communist Terrorist Groups (CTGs) to promote their armed struggle against the government since 2010.

The AFP Human Rights Office (AFPHRO) submitted to the Commission on Human Rights (CHR) for appropriate action, a list of incidents on Thursday, March 4 covering incidents using land mines that killed, maimed, or injured civilians and AFP personnel; These were mostly perpetrated by the Communist Party of the Philippines- New People’s Army-National Democratic Front (CPP-NPA-NDF).

amp Major David P Sabido Guipos, ZDS – Thirteen (13) members of the New People’s Army (NPA) surrendered to the 53rd Infantry (Matapat) Battalion at Camp Major David P Sabido in Guipos town in Zamboanga Del Sur province on Thursday (July 12).
Lt Col Marlowe E Patria, Commanding Officer of 53IB, said these rebels were members of Section Committee KARA and Main Regional Guerilla Unit (MRGU) of Western Mindanao Regional Party Committee (WMRPC) which used to wreak havoc in different areas in Zamboanga Del Sur.

The rebels were known by their code names: ERIC, 28; JB, 23; ANA, 24; DIEGO, 31; NONOY, 24; RAMBO, 20; F4, 65; ROLLY, 24; Jerry, 31; Mary, 38; Small Boy, 44; Jepoy, 19; and KIDS, 23. Three of them brought their firearms which include: one (1) cal .45, one (1) M1 Garand, and one (1) Carbine.
Based on the initial debriefing conducted by the unit, the rebels opted to surrender and return to mainstream society due to various reasons.

Among these reasons are:
• No support given to their family
• Constant physical, mental, and emotional weariness as well as hunger due to endless day and night movement that they have to endure to evade the military.
• Disillusionment on the cause of the armed struggles. There is no ideology to speak of; they are just being used for a senseless cause that targets to benefit just a few NPA leaders
• Scandal, sexual harassments, and abuses between and among members and leaders
• Unfulfilled promises by the NPA leadership
.They want to go back to their normal and peaceful lives together with their families.
• They want to give their children a brighter future.
• Some of them heard from the radio about 53IB’s Peace Fellowship last June 29 – July 1 with former rebels and their families; and government’s Enhanced Comprehensive Local Integration Program (ECLIP).

“The surrender of these thirteen rebels is proof that the collective efforts exerted by 53IB and other military units in the peninsula together with the different partner-stakeholders, especially the media, were all significant in influencing them to abandon their armed struggles and return to the folds of the law,” Col Bagnus P Gaerlan, the newly installed Commander of 102nd Bde, 1ID, PA, said.

The 53IB assured that they will assist in facilitating their enrollment to the E-CLIP Program of the government to help them reintegrate faster to mainstream society.

These rebels will receive P50,000 for Livelihood Assistance and P15,000 Immediate Cash Assistance under the program.

They will also receive firearms remuneration. With the Garand, an additional P30,000 will be given while for the Carbine, P25,000 will be handed out. For the smaller caliber .45, the rebels will receive P16,000.
Psycho-social debriefing, skills training by TESDA, employment, and capacity-building from the different agencies of the government and security as guaranteed by AFP and PNP will also be given to the former rebels.

“Our units on the ground will relentlessly pursue localized negotiation for those Communist NPA Terrorist (CNT) willing to go back to the folds of the law and live normal lives with their families. We will, however, remain steadfast in neutralizing those who remain with their useless cause with the NPA organization,” MGen Roseller G Murillo AFP, the Commander of JTF ZAMPELAN and 1st Infantry (Tabak) Division, PA, said.

ConCom removes military’s ‘protector of the people’ tag in draft charter

Ding Generoso, spokesperson for the committee, said the charter review body deliberately removed the tag as recognition that the whole government, not the military alone, is the protector of the people.

“The phrase ‘the Armed Forces is the protector of people’ is being interpreted by some quarters as some kind of right for the Armed Forces to assert power, invoking the protector clause,” he told ANC, adding that the provision may be interpreted in a lot of ways.

“It is not just the Armed Forces that protects the people, it is the entire government. ‘Yung mayor is your protector, your barangay kapitan (captain) is your protector. That is the function of the whole of government,” he added.

The draft charter’s declaration of principles and state policies says “the government is the protector of the people and the Federal Republic,” and mandates the AFP to “secure the sovereignty of the Republic and the integrity of its national territory.”

The President has approved the draft charter and is up for Congress review.

The document is part of the administration’s move to shift to a federal form of government, among the President’s campaign promises which he believes would help spur countryside development.

Mindanao still without electricity

Senator Sherwin Gatchalian chided officials of the Department of Energy (DoE) on Monday over their failure to provide electricity to all households in the country, especially in Mindanao.

This after Mario Marasigan, director of the DOE’s Energy Power Industry Management Bureau, informed the Senate committee on energy said that 2.8 million households in the country were still without electricity.

Data from the National Electrification Administration (NEA) showed that as of January 31, 2018, there were 15,028,900 potential households in the country. Of this number, 12,227,629 (91 percent) have been energized, leaving 2,801,271 households still unenergized.

Of the 2.8 million still without electricity, more than 1.4 million households or more than 51 percent were in Mindanao.

NEA data showed that there were 4,583,800 potential households in Mindanao. Of this figure, 3,142,428 were already energized, leaving 1,441,372 households still not enjoying electricity service.

Gatchalian, chairman of the committee, asked why many of those without electricity were from Mindanao, considering that President Rodrigo Duterte was from this island.

“The President is from Mindanao and yung pinakamalaking island na walang kuryente is in Mindanao,” he said.

The senator also noted that “the administrator of NEA is from Mindanao” and “all of the top government officials are from Mindanao.”

“So malaking kahihiyan po ito sa Department of Energy kung hindi natin ma-address itong 70 percent,” the senator added, rounding off the figure.

Before this, Marasigan informed the committee that the DOE already submitted a proposed executive order to Malacañang in response to Duterte’s call to remove barriers in providing electricity services to “unviable unserved and underserved areas.”

The proposed EO, he said, would identify different barriers and create task force and technical working groups to determine possible solutions to the problems.

Marasigan said the DOE was also contemplating issuing a department order that would serve the same purpose but said there might be “some potential difficulties in terms of implementation particularly in providing due respect to the awarded franchises to the different distribution utilities and rural electric cooperatives.”

“Aside from providing the qualified third party services in unviable areas, then there might be some areas as well—we categorized temporarily as underserved and unserved—that may not fall under the category of unviable therefore its not covered by the QTP (Qualified Third Parties) program,” he said.

“Of course I believe the other government agencies, particularly NEA has initiated various programs in extending electrification services to these unviable, unserved and underserved. If it has to be taken over by a different entity then the franchise will become an issue.”

Mylene Capongcol, director of the Renewable Energy Management Bureau, explained that under the Electric Power Industry Reform A, areas that could not be served by the distribution utilities could be offered to QTPs. But there is a process, she said, before a third party could take over an area.

But Gatchalian argued that based on their research, there was a legal basis for government or private sector to go into those unserved, underserved areas.

“We don’t need to wait for the electric coops to particularly waive or issue a waiver in order for other entities to come. In fact to date, sa sobrang tagal na walang kuryente , implied waiver na yan e para sa akin,” he said.

“In short director, I urge you to do your homework. We don’t need to wait for the EO, busy ang President. That will take time but at the department level you can already fine tune the entry of private sector proponents into unserved, underserved areas,” the senator said. /cbb

AFP Chief confers award and talk to Army troopers in Fort Andres Bonifacio

FORT BONFACIO, Metro Manila – General Carlito G. Galvez Jr, the Chief of Staff, Armed Forces of the Philippines pays visit and give awards to deserving personnel at Headquarters Fort Andres Bonifacio Metro, Manila on 09 June. He was warmly welcomed by Lt. Gen. Rolando Joselito D. Bautista, Commanding General Philippine Army.

Today, marks the first official visit of the Chief of Staff, AFP at Headquarters Philippine Army since his assumption to office on April 18, this year. The CSAFP was accorded with traditional military honors tendered by no less than the CGPA. The highlight of his visit was the awarding of medals to deserving personnel who contributed in the liberation of Marawi City. These comprises of seven Gold Cross Medal conferred to one Officer and six enlisted personnel, five Silver Cross Medal for two Officers and three enlisted personnel and three Military Merit Medal to one Officer and two enlisted personnel.
During his message, the Chief of Staff did not fail to mention how proud he was to be an Army officer especially now that he is holding the highest position in the AFP. He told that he always cherish the times while he is still with the Army. He has a very colorful career having served mostly with the ranger fighting the terrorist, insurgents
He also inspired the troops by mentioning the distinctive courage of Staff Sergeant Antonino Basa, a member of the elite Scout Ranger who despite being wounded five times remains undisturbed and possesses the passion to serve in the frontline. His significant exploit was when he directly dropped his body over an Improvised Explosive Device (IED) just to protect his fellow ranger during the height of Marawi campaign. His story indeed captured the admiration of the Filipino and the world for extraordinary dedication and act of heroism.
General Galvez recalled that during his visit in Zamboanga Station Hospital wherein he met Staff Sergeant Basa, he was truly touched by the soldier’s gesture. He averred that despite of his condition, wherein he can barely lift his arm due to sustained wounds still attempted to render a snappy salute.
The Chief of Staff also made emphasis on the guidance and thrust of President Rodrigo R. Duterte. He conveyed to the troops that the president is fully supportive of the AFP’s program and even instructed him to expedite the current Army Modernization Program in order to increase its core competency and capabilities in protecting the sovereignty and integrity of the state.
“The unfathomable sacrifices of our soldier’s blood, sweat and tears will not be put in vain. As the Chief of the Armed Forces of the Philippines, I will ensure that all your requirements in your operation will be provided to facilitate the accomplishment of your mission”, Galvez, added. #
